Rain yesterday and early today has the Rappahannock running high and muddy, again. According to the National Weather Service, the river reached 9.6 feet at the City Dock at 3 p.m., and is still slowly rising. Flood stage there is 18 feet. At nine feet, the water reaches the dock area; at 10 feet, it begins to encroach on the riverbank.
