Boating and flushing

It’s never a good thing, unless boat bathroom holding tanks are emptied at an approved marina dump station, though some  skippers evidently still think it’s OK to pump out a holding tank while under way. That’s why the Virginia Department of Environmental Quality wants to  establish boat no-discharge zones in certain tidal waters in the Northern Neck.
