Stafford County will soon have a transfer of development rights program, after being discussed for years.
The idea for TDR is to preserve open space while transferring the development rights from that rural area to a more urban area that’s deemed more suitable for growth. A subcommittee had been looking at the proposed TDR ordinance for the past few months, after it had bounced back and forth between the Planning Commission and Board of Supervisors.
The adopted TDR program is just a pilot program in the Brooke area, and includes the two peninsulas along the Potomac River between Aquia and Potomac creeks. The board voted 5-2 Tuesday night to adopt the program. Supervisors Susan Stimpson and Cord Sterling voted against.
