Harrison Road Connector CDA gone
After a 90-minute closed session, supervisors decided to advertise an Aug. 11 public hearing to create its fifth special service district that taxes commercial property for infrastrcture improvements.The action almost assures that the controversial Community Development Authority that was to be used as the mechanism to fund the Harrison Road Connector by the Spotsylvania Towne Centre is gone.
The Germanna Highway-Hazel Run Area Special Service District is not created yet. There needs to be a public hearing. And no one provided any maps of how large this district will be. The resolution says the district is appropriate considering the current and proposed development west of Interstate 95 between Plank Road, State Route 3, Gernanna Highway and Harrison Road.
This tax district will not add any taxes or special assessments on residential property, which was the big concern with the CDA.
Supervisor Jerry Logan, who has been instrumental in making this change, said he feels very positive about this outcome. More on this later.
