A 69-year-old man was arrested Saturday after a woman saw him exposing himself in a vehicle while watching children playing basketball in Fredericksburg, police said.

City police spokeswoman Natatia Bledsoe said the incident took place about 1:40 p.m. in the 1000 block of Riverwalk Street. A resident called police to report that a man she had never seen in the neighborhood had been intently watching children play for some time.

Bledsoe said the woman went to a second-floor window and got a better look at the man inside his car. A police officer came and asked the man what he was doing there.

The man was allowed to leave while the officer continued the investigation, but was arrested later that day at his home in Spotsylvania after city police obtained a warrant.

Herman Edwards was charged with indecent exposure, a misdemeanor, and released on his own recognizance.
