Culpeper man charged with soliciting minor

A Culpeper man was arrested Monday on a charge of felony online solicitation of a minor—a first for the town’s police department as they launch an aggressive investigation into sexual exploitation of children in the area.

Trevor Jay Young, 44, is being held without bond in the Culpeper County Jail following Monday’s arrest.

The Culpeper Police Department, in partnership with the Northern Virginia/D.C. Internet Crimes Against Children Task Force, initiated an investigation into Young on Dec. 9.

Police say Young contacted what he thought was a 13-year-old girl online that day and arranged to meet her on Dec. 30. The “girl” was actually a Culpeper detective.

He was taken into custody without incident.

Police seized Young’s electronic devices and Dodge truck at the scene.

The investigation into Young is ongoing, as Culpeper police determine whether any potential victims remain.

Culpeper police began partnering with the Northern Virginia/D.C. Internet Crimes Against Children Task Force in 2012 and currently has two detectives assigned to the project.

“There’s a need for it,” Culpeper police Capt. Chris Settle said. “Not just here, but nationally with ever-evolving social media. There are horror stories about online solicitation nationwide, and we wanted to be proactive to make sure our children are safe.”

The task force consists of 46 local, state and federal agencies.

It was established in November 2004 through a grant from the U.S. Department of Justice, Office of Juvenile Justice and Delinquency Prevention. With Virginia State Police serving as the coordinating agency, the grant provides for law enforcement training and equipment, and for conducting online investigations.

“Partnering with them was a no-brainer for us,” Settle said. “It’s a win–win.”

Other area partners include the sheriff’s offices of Fauquier, Orange, Spotsylvania and Stafford counties; the Fredericksburg Police Department; and the Warrenton Police Department.
