Charges dropped against nine in drug raid
CLARIFICATION: A drug charge against William Paschall of Fredericksburg, which stemmed from a raid in the Four Winds community in Caroline County last July, was dismissed with prejudice in December and cannot again be brought against him.

Nine people charged after a drug raid in Caroline County last summer had their charges dropped this month.
The charges were nolle prossed, or withdrawn, over the last three weeks against the following people:
Edward Eugene Cox Jr.; Teresa Newton; Mary Ridley Pike; David “Davie” Jones Jr.; Lynn Denise Rowan; Richard Shane Riggleman; Ross Julian Pollitt; Jeannie Ann Proctor and Jacqueline A. Mitchell.
Riggleman had two charges dropped but has one pending. An April hearing is set.
Two others, Heather Jean Larossa and Jason Michael Bisser, are still awaiting their court appearances.
All the defendants were among the people charged in an investigation of the illegal sale of prescription pills and marijuana in the Four Winds resort community in the Rappahannock Academy area of Caroline last July.
Cox, 48, said yesterday that the charges were based on false information from two confidential informants.
“We all want our names cleared because we have families and careers and some of us never even had a criminal record,” he said. “My life was put on hold over this crazy incident and massive money had to be put out. I get a headache just thinking about it.”
Commonwealth’s Attorney Tony Spencer said the issues raised in the Four Winds cases are still under investigation.
When the Caroline Sheriff’s Office announced the arrests in late July, 32 people faced 94 charges from Operation Impact.
“I can assure the people of Caroline County that the Sheriff’s and Commonwealth’s Attorney’s Offices take every case very seriously and that we do our homework before indicting anyone,” Spencer said. “We are very careful in our charging decisions.”
He said he could not comment any further.
