Driver charged in trooper’s death at state fair

A Hanover County woman has been charged connection with the death of a Virginia state trooper who was struck and killed while directing traffic during the State Fair of Virginia last month.

Angelica C. Valencia, 27, of Doswell was charged with reckless driving in Hanover.

The charge was filed Wednesday by the state police at the direction of the Hanover County Commonwealth’s Attorney.

According to state police spokeswoman Corinne Geller, Valencia was driving the 1992 Jeep Cherokee that struck 27-year-old Trooper Andrew D. Fox on the night of Oct. 5.

Fox was directing traffic on State Route 30 at Theme Park Way near King’s Dominion in Hanover County, which is near the Meadow Event Park in Caroline County, the home of the state fair.

The Jeep was traveling east on Route 30 through the intersection when it struck Fox, Geller said.

Troopers and several bystanders ran to the SUV and lifted it off of the trooper. Two troopers immediately began administering CPR and first-aid, Geller said.

Fox was transported to VCU Medical Center in Richmond, where he died as a result of his injuries.

Geller said Fox, who on special assignment to the state fair, was wearing his reflective traffic safety vest and was standing with other troopers directing vehicles through the intersection. West and eastbound traffic had blinking yellow caution lights in the intersection. Troopers were using their illuminated baton flashlights to direct traffic through the intersection, Geller said.

She said neither Valencia nor her juvenile passenger were injured in the crash, which remains under investigation.

Upon graduation from the State Police Academy in 2007, Fox was first assigned to the Fairfax Division office in Springfield. He was transferred to the Wytheville Division office in Pulaski County earlier this year.
