Leslie Rayfield Johnson Jr., 46, of Apple Grove Road in Mineral was sentenced to 20 years in prison for aggravated sexual battery of a child under the age of 13.

Judge John Cullen suspended 15 of those years in Louisa County Circuit Court Tuesday to give Johnson an active sentence of five years.

The charges stem from a March 6 incident last year at Jouett Elementary School in Louisa.

Johnson was at the school to pick up a young family member, as he was authorized to do and had done several times before, school officials said.

School surveillance video played in court showed Johnson waiting at an office window for an extended amount of time before being noticed by any school employees. While waiting, a 10-year-old boy walked out of the office and into a nearby bathroom.

The video showed Johnson looking around before following the boy in the bathroom. Both were alone in the bathroom for several minutes before a school custodian entered the bathroom.

At that point, the video showed Johnson running out of the bathroom acting so strangely

that the custodian followed him back out.

While the custodian’s back was turned, the boy quietly walked out of the bathroom unnoticed.

An investigation started later that evening after the boy told his parents what happened.

Louisa authorities reviewed the video and within a few hours Johnson was identified, interviewed and arrested, according to Maj. Donnie Lowe of the Louisa County Sheriff’s Office.

Johnson, who has no prior criminal record, pleaded guilty to the felony charge in October.

Since the incident, Louisa School Superintendent Deborah Pettit said school administrators have increased security measures at all of the schools to try to prevent something like this from happening again. An employee will be placed at the front desk lobby at all times and restrooms will be clearly marked for either students or adults.

In the past, door monitors were stationed in the school’s front lobby, Pettit said, but had been eliminated due to budget restraints.

Two juveniles in Louisa County could face charges for three incidents where an elementary school was broken into and items were stolen.

According to Maj. Donald Lowe with the Louisa County Sheriff’s Office, school officials at Thomas Jefferson Elementary School reported damage to some of the school’s mobile units and that some electronic devices were missing.

Surveillance video showed two suspects force entry into the mobile units on Nov 10, Nov, 11 and Nov. 25, Lowe said. Each incident occured after 12 a.m.

Lowe said two juveniles, ages 11 and 17, were identified as the suspects on Saturday and questioned. Most of the stolen items were recovered, Lowe said.

A Louisa County probation officer will review the circumstances and determine if charges will be placed during an intake hearing on Jan. 16, he said.

Thomas Jefferson Elementary School was one of the schools damaged last year during a 5.8-magnitude earthquake that struck the region. The mobile units were being used as classrooms while the original school is being rebuilt.

BY PORTSIA SMITH

A Louisa County jury recommended a five-year prison term for a Bumpass man who brutally beat his tenant in 2010 and offered her free rent in exchange for not testifying against him.

William Lloyd Henry, 50, was convicted late Monday night of felonious assault in Louisa Circuit Court.

He will be formally sentenced on Feb. 5.

The victim, a female roommate who was paying him rent to stay at his home, testified that Henry severely beat her and stomped on her with his foot while she was on the ground in February 2010.

She said the injuries she received after the beating resulted in surgery that required numerous staples and have left a permanent scar.

Louisa Commonwealth’s Attorney Rusty McGuire said Henry had been charged in connection to this beating before, but the charges were dropped because the victim wouldn’t testify.

“She admitted she was reluctant to testify because Mr. Henry provided her rent-free accommodations in exchange for her silence,” McGuire said. “Her previous silence required the Commonwealth to suspend charges against Mr. Henry. However, [Monday], she broke her silence.”

Henry was also convicted of perjury and forgery during a Louisa bench trial on Oct. 24.

McGuire said Henry had been charged numerous times over the years and always applied for court-appointed counsel, but failed to mention the house that he owns, without a mortgage, or his rental income.

Since authorities say he obtained counsel on his charges based on his perjured representations and forged his application for court-appointed counsel, he was charged with four counts of forgery and two counts of perjury after an investigation by Louisa authorities.

He is scheduled to be sentenced on those charges on Dec. 27 and faces 42 years in prison.

A Louisa County man was sentenced to life plus 40 years in prison Monday for his role in a 2011 Father’s Day beating that left a man permanently injured.

Chad Everett Goins, 34, of Mineral was convicted by a jury in January of aggravated malicious wounding, malicious wounding by mob, abduction by deception and conspiracy to commit malicious wounding. The trial in Louisa Circuit Court lasted three days.

According toLouisa Commonwealth’s Attorney Rusty McGuire, Chad Goins asked the 46-year-old victim to go with him to the store to get some beer on June 16, 2011, which was Father’s Day. But instead of going to the store, Goins drove the car to a secluded area where two other men were waiting, McGuire said.

The victim tried to run, but the three men caught up with him and “beat him severely, leaving him for dead,” McGuire said. A friend saw the beating and called 911.

The victim was taken to a Charlottesville hospital, where an emergency operation was performed, but according to the victim’s daughter, “he is a total different person and now has the mind of a child.”

McGuire said the beating was so brutal that Judge Timothy K. Sanner ruled that the victim was legally incompetent and would not let him take the stand during the trial.

McGuire said the motive for the beating is unclear, but it may have had something to do with a false claim that the victim assaulted his girlfriend, who is Chad Goins’ sister and Sedrick Goins’ mother.

The judge followed the jury’s recommendation that Chad Goins, a two-time convicted sex offender, be sentenced to the maximum allowed sentence of life plus 40 years in prison.

The other two men were also convicted of similar crimes.

Jason Weston McDonald, 33, who is a cousin to Goins, received 26 years in prison.

Chad Goins’ nephew Sedrick Goins, who was 17 at the time but tried as an adult, will be sentenced Dec. 3.

“No one deserves a beating like that,” McGuire said. “This sentence will not give the victim his quality of life back, but it ensures these predators will not prey on others.”

Two teens with intentions of starting a gang in Louisa County were charged as adults and face up to 51 years after being convicted on several felony charges.

Kyle McKeown, 16, formerly of Greenville, N.C., and 16-year-old Melik Perkins of Mineral were both convicted of two counts of attempted armed robbery, conspiracy to commit robbery, malicious wounding and assault and battery.

McKeown was convicted by a jury last night and Perkins changed his plea to guilty this morning after learning about McKeown’s conviction.

Around 10:30 p.m. April 9, the two teens sat in the parking lot of Glen Marye Shopping Center in the town of Louisa and waited so that they could “target” a small group of people, said Louisa Comonwealth’s Attorney Rusty McGuire.

They had purchased bandanas and obtained handguns earlier that day, McGuire said.

The two victims, ages 18 and 20 at the time, told police that they were standing in the parking lot when a gray GM pickup with chrome wheels pulled up.

The victims told police that two males armed with handguns and wearing black bandanas got out of the truck and demanded money.

But before they could comply, McGuire said McKeown “cold cocked” the first victim with the gun.

The first victim said he was struck by a handgun and knocked unconscious, sustaining a concussion and a hairline fracture of his jaw.

The second victim was also hit in the face with the gun, but he fought back and gained the upperhand, McGuire said, until Perkins, armed with a handgun, told him to let McKeown go.

No money or property was stolen and both gunmen fled in the truck, police said.

The next day, Maj. Donnie Lowe of the Sheriff’s Office spotted a vehicle matching the description of the one in the parking lot. Detectives questioned the two 16-year-olds in the truck.

McKeown and Perkins were detained on April 12 and sent to the Rappahannock Juvenile Detention Center on charges of malicious wounding, attempted armed robbery, brandishing a firearm and conspiracy to commit robbery.

Those charges were upgraded in July and both teens were charged as adults.

During his interrogation, McKeown told detectives that he ran with a criminal street gang in Greenville, N.C., and indicated that he and Melik wanted to form their own gang in Louisa.

“Our offices know it is a difficult decision to prosecute teenagers as adults but when they make the decision to engage in gang activity we will prosecute them to the fullest extent of the law,” McGuire said this morning.

Investigators recovered two pellet pistols and other evidence from the suspects’ vehicle and homes, police said.

The Louisa County Sheriff’s Office was assisted in the case by the Louisa Town Police Department and Louisa County Fire & Emergency Services.

A Gordonsville man will serve eight years in prison for cutting the throat of his mother’s boyfriend last year.

Elijah Blue Burnley, 31, was sentenced in Louisa County Circuit Court yesterday to 20 years in prison with 12 years suspended for aggravated malicious wounding.

Burnley pleaded guilty in June.

The victim, who has a scar on his neck, survived his injuries.

Louisa County deputies and state police responded to an emergency call at a home on West Green Springs Road in Gordonsville about 9:20 p.m. on Aug. 18, 2011.

When officers arrived, they found the then 49-year-old man with a severe laceration to his throat. He was flown to UVa. Medical Center, where he was treated and later released, police said.

During trial, evidence was presented that suggested Burnley and his mother were having an argument and he took it out on her boyfriend.

Louisa Commonwealth’s Attorney Rusty McGuire said the victim’s “miraculous recovery” was credited to his girlfriend, who held a towel over his wound until an ambulance arrived.

A man wanted in Hanover County for the past 13 years has been arrested in Louisa County.

Jerry Otis Robinson, 39, of Louisa was wanted in Hanover for an aggravated malicious wounding charge related to a 1999 shooting in Mechanicsville.

According to Sgt. Chris Whitley of the Hanover County Sheriff’s Office, the Metro Richmond Crime Solvers received an anonymous tip about Robinson’s whereabouts.

After an investigation, the U.S. Marshals Fugitive Task Force in Richmond was contacted, Whitley said. The task force, accompanied by the Hanover and Louisa sheriff’s offices, executed a search warrant Wednesday at a home in the 1800 block of Jefferson Highway in Louisa.

Robinson was located and arrested without incident, Whitley said.

On Jan. 29, 1999, at 11:42 p.m., Hanover deputies responded to the 7100 block of Ellerson Mill Circle in the Mill Trace apartment complex in Mechanicsville for a report of a domestic dispute.

Upon arrival, Whitley said deputies heard a female inside of an apartment yelling for help.

Whitley said she had been shot six times in the torso by Robinson with a .22-caliber handgun.

The victim, his girlfriend at the time, survived the shooting.

“I’m pleased that the victim, who has been waiting so long for this very moment, will finally have some sense of closure, ” said Hanover Sheriff David Hines.

Robinson fled on foot and was not found until this week, Whitley said.

During that 13-year period, Hanover had been actively searching for Robinson, who was on Hanover’s Most Wanted Fugitives List and had been featured on the America’s Most Wanted television series and website three times.
