Man, 22, guilty of child-porn charges

A Louisa County man was convicted yesterday on 15 counts of possession of child pornography and one count of aggravated sexual battery against a toddler under his care.

Richard Michael Price Shaffer, 22, of Bumpass faces up to 100 years in prison when sentenced on Feb. 8, according to Louisa Commonwealth’s Attorney Tom Garrett.

Shaffer pleaded guilty to those charges and five other child pornography charges against him were dropped.

In August 2009, a computer from Shaffer’s residence attempted to send a child porn image in an e-mail.

The image was identified by the Internet Crimes Against Children Taskforce, and the computer was seized by Louisa County Sheriff’s Office Detective Patrick Siewert.

Numerous pornographic images had been downloaded onto the computer and further investigation revealed that Shaffer had sexually assaulted a toddler in 2008 whom he was supervising.

Garrett, who announced his intention earlier this year to seek restitution for victims of child pornography, said “protecting our children is a top priority. This case demonstrates again that those who possess child pornography may also sexually assault our children. As always, we continue to aggressively pursue those who prey on our children.”

Shaffer’s arrest in April stemmed from the efforts of CSI Louisa, a joint initiative between the Office of the Commonwealth’s Attorney of Louisa and the Louisa County Sheriff’s Office.

In the past two years, CSI Louisa has removed dozens of sexual predators from the streets.
