Blight is back
One of the buildings that the city started trying to tackle with the spot blight process is making its way through the government machine. The property at 1108 Winchester St., which the city condemned more than a decade ago, and now sits with a leaf-strewn, rotting porch fronting the road, is on the Planning Commission’s agenda for Aug. 8. Here’s the public notice:
Determination of Spot Blight, 1108 Winchester Street: The City Manager has requested that the Planning Commission conduct a public hearing and make findings and recommendations to the City Council concerning a plan for the repair, acquisition or other disposition of the structure located at 1108 Winchester Street as permitted by Virginia Code section 36-49.1:1.

The Planning Commission, after the hearing, will have to make a recommendation to the City Council, which will have to adopt an ordinance that sets out how it wants to proceed with this property.
