Sheriff’s report

On August 17, 2010, Deputy W.D. Lipscomb was on patrol when he encountered Robert W. Allen, 51, no fixed address. Upon investigating, he was charged with driving under the influence 7th offence and driving with a revoked license. He was held without bond with a September 24, 2010 court date. 

On August 17, 2010, Sgt. C.A. Heywood encountered James E. Samuel, 53, of Ruther Glen during a routine traffic stop. Upon further investigation, he was charged with driving under the influence 2nd in 5 years, eluding, obstruction of justice, driving without a license, operating an unregistered vehicle, impeding the flow of traffic, expired inspection, and defective exhaust. He was held without bond with an August 18, 2010 court date. 

On August 19, 2010, Deputy C.M. Hall encountered Gustavo O. Moreno, 29, of Stafford, VA during a checking detail assignment. Upon further investigation, he was charged with driving revoked and unauthorized possession of a vehicle inspection sticker. He was held on a $5000 secured bond with an August 27, 2010 court date. 

On August 19, 2010, Deputy C.S. Wooldridge responded to a domestic disturbance call in the Ruther Glen area. After further investigation Cynthia L. Smith, 55, of Ruther Glen was charged with brandishing a firearm, reckless handling of a firearm, shooting into an occupied dwelling and attempted murder. She was held without bond and an August 20, 2010 court date was set. 

On August 19, 2010, Deputy E.S. Gershowitz arrested Francis L. Cooper Jr., 53, of Milford with construction fraud. The charge stemmed from an investigation initiated by Deputy S.M. Jessee on May 25, 2010. He was held on a $2500 secured bond with a September 8, 2010 court date. 

On August 20, 2010, Sgt. C.A. Heywood encountered Senora F. Baylor, 50, of Bowling Green during a routine traffic stop. Upon further investigation, he was charged with driving under the influence and possession of cocaine. He was held on a $3500 secured bond with an August 27, 2010 court date. 

On August 20, 2010, Deputy W.A. Greene responded to a suspicious person call in the Port Royal area. Upon further investigation, Leslie A. Close, 46, of Severn, MD, was charged being drunk in public. She was released on a personal recognizance bond with an October 15, 2010 court date. 

On August 21, 2010, Deputy S.L. Chapman responded to a domestic assault call in the Ruther Glen area. Upon further investigation Joseph W. Dailey, 32, of Clearwater, FL was charged with domestic assault and drunk in public. He was held on a $1500 secured bond with an August 23, 2010 court date.

On August 21, 2010, Deputy S.L. Chapman encountered Vincent F. Loosmore, 45, of Delta, PA during routine patrol of the Ruther Glen area. Upon further investigation, he was charged with being drunk in public. He was released on a personal recognizance bond with a September 24, 2010 court date.

On August 21, 2010, Sgt. C.A. Heywood encountered Stacy W. Pleasant, 41, of Ruther Glen during a routine traffic stop. Upon further investigation, he was charged with driving under the influence 3rd offense within 10 years and felonious driving revoked. He was held on a $5000 secured bond with an August 23, 2010 court date.

On August 21, 2010, Sgt. C.A. Heywood responded to a trespassing call in the area of Fall Hole. Upon further investigation Mary L. Snelson, 22, of Partlow, Lisa G. Cooper, 51, of Partlow, Preston A. Snelson, 27, of Partlow, William A. Ripley, 55, of Partlow, Crystal Griffin, 31, of Partlow, and Jeffery F. Mills, 37, of Corbin were all charged with trespassing. Each individual was released on a summons with an October 6, 2010 court date.

On August 21, 2010, Deputy C.J. Ryan responded to the Poni River access area for a disturbance call. Upon further investigation Carl W. Fulghum, 21, of Spotsylvania was charged with obstruction of justice, David J. Kline, 19, of Fredericksburg was charged with false summonsing of law enforcement and underage possession of alcohol, a female juvenile was charged with underage possession of alcohol, three male juveniles were charged with obstruction of justice, one of which had an outstanding petition. All individuals were released with adults having a September 24, 2010 court date. Juveniles have a pending court date.

Caroline County Sheriff’s Office Wrap Up 

According to Sheriff Tony Lippa, Caroline Deputies made 3 drug arrests, 4 DUI arrests, 13 domestic violence arrests, 90 other criminal arrests and issued 6 animal control summons or arrests during the past week. The deputies served 262 civil papers, issued 207 traffic summonses, handled 5 motor vehicle crashes, responded to 17 alarm calls, and dealt with 6 juvenile offenders. The Sheriff’s Office Communications Center dispatched 461 calls for service and handled 1,714 telephone inquiries. The CCSO also logged 25 calls assisting outside agencies and had 461 self-initiated calls.

On August 8, 2010 Deputy F.L. Brennan encountered Stacy J. Foxx, 29, of Ruther Glen during a routine traffic stop. Upon further investigation, he was charged with driving under the influence and refusal to submit to test. He was released on a $1500 personal recognizance bond and an August 16, 2010 court date was set.

On August 8, 2010 Deputy W.D. Lipscomb was on patrol when he encountered Edward A. Lewis;III, 24, of Bowling Green. Upon investigating, he was charged with possession of a controlled substance and possession of paraphernalia. He was held without bond with a September 24, 2010 court date.

On August 10, 2010 Deputy F.L. Brennan responded to the Rappahannock Academy area for a domestic call. Upon further investigation, Sean R. Carpenter, 24, of Rappahannock Academy was charged with domestic assault and abduction. He was held without bond and an August 11, 2010 court date was set.

On August 12, 2010 Deputy S.L. Chapman responded to a disturbance call in the Ruther Glen area. After further investigation Donald R. Carter, 27, of Ruther Glen was charged with being drunk in public. He was released on a personal recognizance bond and a September 24, 2010 court date was set.

On August 12, 2010 Deputy S.L. Chapman responded to a disturbance call in the Ruther Glen area. After further investigation Vincent F. Loosmore, 45, of Delta, PA was charged with being drunk in public. He was released on a personal recognizance bond and a September 24, 2010 court date was set.

On August 13, 2010 Deputy W.D. Lipscomb encountered Curtis E. Peatross, 51, of Hanover, VA during a routine traffic stop. Upon further investigation, he was charged with driving under the influence. He was released on a $1500 secured bond with a September 24, 2010 court date.

According to Sheriff Tony Lippa, Caroline Deputies made 0 drug arrests, 2 DUI arrests, 12 domestic violence arrests, 59 other criminal arrests and issued 8 animal control summons or arrests during the past week. The deputies served 279 civil papers, issued 181 traffic summonses, handled 8 motor vehicle crashes, responded to 27 alarm calls, and dealt with 6 juvenile offenders. The Sheriff’s Office Communications Center dispatched 566 calls for service and handled 1,854 telephone inquiries. The CCSO also logged 31 calls assisting outside agencies and had 276 self-initiated calls.

Zsnita Edwards, 21, of Woodford was arrested for shoplifting from Walmart.

Mario Martin, 22, of Bowling Green was arrested for felonious assault.

Jessica Mullins, 25, of Bowling Green was arrested for shoplifting from Walmart.
