On May 24, 2007, Deputies of this office discovered the bodies of 2 homicide victims in a vehicle in Ruther Glen. After a lengthy investigation involving investigators from Caroline, Henrico and the City of Richmond, indictments were obtained. Charged are Levon J. Smith, 23; Sheppard C. Thomas, III, 29; Kevin L. Coleman, 30; India P. Smith, 24 and Joseph Thomas Smith, 29. All are from the Richmond area. All except Joseph Smith were arrested in December. On January 20, 210, Joseph Smith was arrested by the U. S. Marshall’s office and turned over to Caroline Investigators. Each defendant is charged with 2 counts of first degree murder, 2 counts of abduction and 2 counts of robbery. All are being held without bond. As these crimes involve multiple jurisdictions, federal prosecutions are being contemplated.
On April 10, 2009, Investigators of this office received a fraud report. After investigating, Investigator C. M. Hall obtained a warrant charging Melissa G. Mills, 23, also known as Melissa G. Burrows, of Ruther Glen with obtaining money by false pretense, a felony. On January 20, 2010, Mills was taken into custody. She was released on a personal recognizance bond and a court date of January 29, 2010 was set.
On January 18, 2010, Deputy S. L. Chapman responded to a residence in Woodford for a disturbance. After investigating, Michael L. Finney, 29, of Ruther Glen was charged with being drunk in public. He was released on a personal recognizance bond and a court date of February 24, 2010 was set.
On January 19, 2010, Deputy C. A. Heywood stopped a vehicle in Bowling green for a traffic infraction. After investigating, Brian R. Brown, 18, of Milford was charged with possession of cocaine, driving while suspended and related traffic offenses. He was ordered held under a $2500 bond and a court date of January 22, 2010 was set.
On January 19, 2010, Deputy P. H. Blasiol responded to a civil dispute in Ruther Glen. After investigating, Tammy L. Martin, 33, of Ruther Glen was charged with possession of a firearm by a convicted felon. She was ordered held without bond and a court date of January 19, 2010 was set.
On January 20, 2010, Deputy C. A. Heywood responded to a reported disturbance in Ruther Glen. After investigating, Brian W. Pitts, 30, of Ruther Glen was charged with domestic assault, property damage, being drunk in public and making a false statement to a law enforcement officer. He was ordered held without bond and a court date of January 21, 2010 was set.
Caroline County Sheriff’s Office Wrap Up
According to Sheriff Tony Lippa, Caroline Deputies made 6 drug arrests, 1 DUI arrest, 17 domestic violence arrests, 125 other criminal arrests and issued 39 animal control summons or arrests during the past week. The deputies served 186 civil papers, issued 42 traffic summonses, handled 9 motor vehicle crashes, responded to 14 alarm calls, and dealt with 12 juvenile offenders. The Sheriff’s Office Communications Center dispatched 339 calls for service and handled 1,718 telephone inquiries. The CCSO also logged 16 calls assisting outside agencies and had 155 self-initiated calls.
