Stafford accepting bids for recreation facility

Stafford County is now taking bids from companies interested in building the 76,350-square-foot indoor recreation facility at Embrey Mill.

Bids will be accepted until 3 p.m. April 29, according to a legal notice in Thursday’s Free Lance-Star. People interested in getting access to the bid documents and construction plans can contact Terry Baxley Morton at or 540/658-4900.

A pre-bid conference will be held at 10 a.m. April 10 in Stafford’s Board of Supervisors’ chambers at 1300 Courthouse Road.

Stafford will pay for and own the indoor facility and adjacent athletic fields near the entrance into the Embrey Mill community off Courthouse Road. A private organization will lease the complex for a nominal fee and operate it.

The fitness facility will include a 50-meter competition pool that will have eight lanes at 2 meters deep and seating for spectators and competitors. There will also be a separate 25-meter lap pool, as well as a wellness pool. It will also include a gym, classrooms, studios for spinning and aerobics, and basketball/volleyball courts.

Locally based Eastern Sports Management and the Rappahannock Area YMCA, along with Aquatic Management Inc. out of Atlanta, have submitted proposals to the county to run the indoor recreation facility. Eastern Sports is affiliated with the Fredericksburg Field House.

Stafford officials are now reviewing the proposals and could begin interviews later this month. The preferred operator will be recommended to the Board of Supervisors sometime around June. After the board makes its choice, negotiations will ensue with the chosen operator, a process that could take two months.

The process of choosing an operator should be completed by August or early September, and the county is shooting to open the facility in the fall of 2015.
