Summerfield subdivision plan submitted
A plan showing the preliminary layout of Marion Hicks’ Summerfield development was submitted late last month to Spotsylvania County planning officials.
Plans for Summerfield, which is off U.S. 1 near the Kingswood subdivision, call for 127 homes, of which 83 are single-family detached houses. Spotsylvania planning staff is now reviewing the preliminary plat.
The planning review comes as Hicks and his attorney continue to ask for a reduction in the previously agreed-upon proffers for the subdivision. They maintain that the proffers that Hicks or a builder that buys the property would have to pay the county to develop the homes are unreasonably high and exceed the value of the lots themselves.
Spotsylvania’s Board of Supervisors this past March denied Hicks’ request to reduce the proffers. About a month later, Hicks and his attorney filed a lawsuit against the Board of Supervisors asking it to reverse the decision. Spotsylvania has not yet been served with the suit.
